This intricate project is in the heart of downtown Bloomington, near the Indiana University campus. It involved combining the efforts of three major projects to minimize the impact to local businesses and residents and lower the overall construction cost. The projects included a roadway replacement, a small park reconstruction, and a complete utility replacement. Total construction cost was $3.1 million.

The utility project replaced over 1000 feet of sanitary sewers, up to 30 inches in diameter, and all services. Over 900 feet of water main, up to 16 inches in diameter, were also replaced.

Over 700 feet of reinforced concrete box culverts, 20 feet wide by 4 feet tall, replaced a nearly 100-year-old, deteriorated masonry arch culvert. The work included constructing the new culvert under three existing buildings.

As an added project requirement, the local businesses and residents needed to maintain access throughout the entire construction project. Extensive public input and approvals from all three participating municipal departments were key to the project.

In order to control costs and minimize the impact on local businesses, the project used a unique bidding format. It included cost provisions for construction labor and materials along with construction timing.

When asked about the project, Mayor John Fernandez commented, “This was the most complex engineering project our City has completed during my tenure as Mayor and also one of the most successful. Donohue successfully merged the needs of our departments…the cooperative effort saved our City tens of thousands of dollars in construction costs and reduced the disruption to our Downtown by as much as a full construction season.”
